Railroad Commission of Texas

The Railroad Commission of Texas (RRC), established in 1891, is the state’s oldest regulatory agency. Despite its name, the RRC no longer oversees railroads; that responsibility was transferred to other agencies, with the last of the rail functions moving to the Texas Department of Transportation in 2005.

Today, the RRC regulates several key sectors:

  • Oil and Natural Gas Industry: Overseeing exploration, production, and transportation activities.
  • Pipeline Safety: Ensuring the safe operation of pipelines transporting natural gas and hazardous liquids.
  • Alternative Fuels: Regulating industries related to alternative energy sources.
  • Surface Mining and Reclamation: Managing coal and uranium surface mining operations.
  • Natural Gas Utilities: Supervising natural gas utility services within the state.

The RRC’s mission is to serve Texas by stewarding natural resources and the environment, ensuring personal and community safety, and supporting enhanced development and economic vitality for the benefit of Texans.

The Commission is led by three elected officials who serve staggered six-year terms. As of November 2024, the commissioners are:

  • Christi Craddick: Serving since 2012, recently reelected for a third term.
  • Wayne Christian: Serving since 2016.
  • Jim Wright: Serving since 2020.

The RRC plays a crucial role in Texas’s energy sector, balancing industry growth with environmental protection and public safety. It is responsible for permitting, inspections, and enforcement actions related to the industries it regulates.
